Ladbroke Parish Council Report – 2010/11 Councillors This is Election Year – not only for the Parish but also the District together with the Alternative Voting System proposal. Do not forget to vote!! Applications for the Parish had to be submitted to Stratford by the 5th April, although the Election Day is the 5th May. The parish is allowed 5 Councillors – 4 applications have been received by Stratford who has confirmed that the 4 applicants have been elected to the Parish Council from the 6th May. The current Councillors are Valery Copley, Richard Bennett, Jim Clews, Peter Goldson and I. The council meets generally on the third Wednesday in the month, 9 times per year excluding August and December. It is intended that the new Council should review the number of meetings held. I would like at this point to thank all those that supported the Council throughout the year including District and County councillors, Jim Laidlor (accounts), Tim Seden (Tree Warden)- there have been a lot of tree related planning applications this year!, the Neighbourhood watch team, and of course the Police for their support when requested. Not forgetting Kip Warr for the intense activity with the Parish Website – particularly relating to HS2 this last year.
Finance The precept received from Stratford for 2010/11 was £4700 and a request to maintain this level for this coming year, has been made to SDC This is based on a ‘carry over’ of £4366 from 2009 accounts together with surplus funds from grants received for the Parish Plan and the Website. Totalling £8145.59 Total expenditure for 2010/2011 was £6070 Total funds carried over to 2011/2012 is£7005 The grant obtained for the Website has now been used up but there is a surplus from the Parish Plan grant which will be transferred to the overall accounts. The budget agreed and accepted for this coming year 2011/12 is £4700 Highlights of this year. A number of activities have developed throughout the year, notably High Speed Rail (HS2) – Initiation of the Action Groups and subsequent saturation of all the information and involvement from Graham Long and his Working Groups. I think its fantastic the amount of effort and how every body has been ‘beavering away’ and ‘rail roading’ against this development. A big thank you to Graham for throwing his ‘life’ into this. Commiserations to Pauline! Parish Plan –The Parish Plan was finally approved at the Eastern Planning Committee and confirmed by Stratford in September last year. The basis of approval was that an update is carried out ‘speedily’ against an updated questionnaire. So if there are any volunteers please notify the Parish Council ASAP. Don’t panic, I have been advised that the ‘Localism Bill’ will likely require Parish Plans in a different format requiring different information! – Watch this space !! Tesco Development – Tesco has opened and I do see a lot of Ladbroke folk in there! Windmill Lane – Currently awaiting a name change for the South Side to prevent sat navs directing articulated vehicles getting stuck down the North side. A parking / congestion review was carried out – no action, local residents are happy to leave alone and monitor for the time being. Police – Speeding review is still an issue on the A423, now being pursed through the Community Forum? Ladbroke hosted the Forum in March this year.. Flooding – A meeting was held on the !5th March with Peter Bones to discuss items listed on the Action Spreadsheet previously created There are no major items outstanding were confirmed by David Tiley but a number of investigations are being pursued by Peter Bones. His report is outstanding. Again the ‘Forest Rangers’ down Bridge Lane should be congratulated for making a significant improvement to this area.! The Travellers Issue – Continues to ‘come and go’ but closer monitoring and conditional enforcements seem to be controlling disruption. Various other activities are carried out but with relaxation of The Planning Regulations, the Localism Bill, and of course HS2 developments, the Parish Council will become more involved in Public Life. There was quite an amusing article in the Sunday Times on 19.12.2010 entitled ‘Listen, we in the Shrubbery Police are taking over’ – it relates to Parish Councils long used to ruling the mundane, are to get greater powers to lead the big society’ I would like to wish the ‘Best of Luck’ to the new council. History The Parish Council was created by Act of Parliament in 1894, when councils were to be elected in rural areas with a population of between 200 and 300, provided a Parish Meeting decided in favour of the idea. The first PC meeting was held in 1896 and this was the origin of the Annual Parish Meeting (next one 16 April 2008). Court records of past years show that many of the problems faced by our present Parish Council have been around for a long time.
